The reason is calls for violence against Russian citizens.

The Prosecutor General's Office of the Russian Federation demanded to restrict access to Instagram for Russian users. Roskomnazdor is implementing this decision, the agency's official website reports. The Investigative Committee announced the initiation of a criminal case against Meta.
Instagram, like Facebook and WhatsApp, belongs to the American company Meta Platforms, Inc. Meta spokesman Andy Stone said on March 11 that residents of a number of countries would no longer be banned from social networks for disseminating information calling for murder and violence against Russians, including military personnel.
The Prosecutor General's Office believes that such actions are dangerous for the citizens of the country, so access to the platform for Russians will be limited. Facebook was blocked in Russia on March 4 (it can only be accessed via VPN). But WhatsApp will not be closed – it is considered a means of communication, not posting information.
